I know a 28 yr old male whose having a sexual relationship with a grl since she was 14?

she recently got pregnant at 18 but "lost" it (i think he might of caused it hes had a history of abuse) this pregnancy lead to the findings that this relationship has been ongoing since she was 14 he was 24 can it still be reported?
